After the World Economic Collapse of 2002 spread throughout
the developed world, with economy after economy collapsing into ruin,
the Christian Coalition redoubled its efforts to gain political power
in the United States. They knew that in the depths of a deep
depression, Americans would be ready for a major change. The
Coalition was well organized and their goal of creating a truly
Christian country in their image was widely accepted. In the
election of 2004, Gary Bauer was elected president of the United
States. Supporters of the Christian Coalition took nearly two thirds
of the House of Representatives and over three quarters of the Senate
seats up for election. This brought them a majority of that house as
well. For the first time, devout Christians were in full control of
the U.S. government.
One of the Þrst acts of the new government was to pass the
Christian Morality and Pro-Life Act of 2005. The act made all forms
of birth control a capital crime and made the possession of any books
or other materials detailing contraception a felony punishable by a
minimum of Þve years in prison. The government had begun its long
and important task to create the Christian Kingdom of Heaven on earth.
Immediately, all abortion clinics were closed and the sale of
condoms and birth control pills ended. Quickly, there was also an
explosion in the number of pregnancies and childbirths. The
resulting explosion in population quickly created challenges for
every father in providing food and clothing for his large and growing
family. Within only a few years, large, impoverished families became
the norm. In the past a family of two or three children was most
common. Now the norm for a family was a new pregnancy nearly every
year. The wife was more or less constantly pregnant and most families
soon had eight or nine children and many had more, with yet more on
the way.
Major concern began to set in when it was pointed out that
with modern public health, it would not be unusual for a healthy
woman to have Þfteen to sixteen children in her lifetime if she did
not use any contraception. Gods law seemed to preclude any attempt
to prevent conception or to terminate pregnancies. While everyone
agreed that Christian morality had to come Þrst, there was some fear
of the economic and social consequences of a population that could
grow by seven or eight times in each generation.
As it became increasingly clear that the situation was
serious, theologians began to grapple with the problems of
stabilizing a population while using nothing but strictly Christian
means. A national debate began on what to do about the impending
crisis as the population would soon grow beyond any possible food
supply. Many argued that God would provide and that nothing need be
done. However, most believed that mans free will required that
there be a human action to solve the problem. Everyone knew, though,
that the answer would be found through the study of Gods word in the
Bible. It was clear to all that God had already provided the
solution to this question, but it was mans duty to discover Gods
word and to follow it exactly. People began to devoutly read the
Scriptures seeking divine guidance.
All true Christians knew that the ideal Christian solution
for the population problem would be for everyone to lead celibate
lives. The words of Christ clearly favor chastity. Paul,
especially, describes celibacy as the Christian ideal. However, it
was also well known that most people are absolutely incapable of
leading a completely chaste life. Even a life of only slightly
restricted sexual activity was extremely difficult for most men. It
was pointed out by many observers that even Catholic priests who had
elected to dedicate their lives to serving God had an a very
difficult time remaining celibate. A majority of even this small
self-selected group, who received the vocation of serving God, were
unable to totally abstain from sexual activity. While history showed
that chastity was possible for most women, it was clearly impossible
for most men. What were ordinary Christians expected to do to prevent
the population explosion?
As the debate continued, a number of politicians and
theologians pointed out that eunuchs are mentioned favorably in both
the Old and the New Testaments and that Jesus himself spoke very
strongly that all true Christians should consider castration for the
Kingdom of Heavens sake. "For there are some eunuchs, which were so
born from their mother's womb; and there are some eunuchs, which were
made eunuchs of men; and there be eunuchs, which have made themselves
eunuchs for the kingdom of heaven's sake. He that is able to receive
it, let him receive it." (Matthew 19:12) The goal of the Christian
Coalition was to create the Kingdom of Heaven on earth and castration
was clearly described by Jesus himself as one positive step toward
that goal. Castration would allow men to easily maintain the total
celibacy which Christ advocated for all true Christians.
Some scholars noted, too, that many of the early Christians,
including some important Church fathers such as Origen, had devoutly
followed Jesus injunction and had castrated themselves for the sake
of their Christian faith. Their example had been followed by many
highly devout Christians through the centuries since.
Others noted that a number of eunuchs had shown themselves to
be especially devoted to God, even before Christ was born. One of
the greatest of the prophets, Daniel, was a eunuch. Nehemiah, who
supervised the rebuilding of the walls and gates of Jerusalem after
the Babylonian exile was a eunuch. The most frequent Sunday school
exemplars of devotion to God, Shadrach, Meshach, and Abednego were
all eunuchs. It went without saying that one of the important early
missionaries of Christs Church to Africa, the Ethiopian eunuch, had
been castrated.
Yet others noted that for several centuries during the very
Christian Byzantine Empire, devout families frequently castrated
their second and later sons, sometimes as early as their Þrst year,
so that they would remain chaste and could more easily enter the
Kingdom of Heaven. Many important members of the Byzantine Church
hierarchy were eunuchs, as were many Byzantine government ofÞcials.
For example, Narses, one of the most important Byzantine generals,
had been castrated as a small boy.
A number of Byzantine saints were eunuchs, including St.
Ignatius, the youngest son of the Emperor Michael I, who was
castrated when he was fourteen years old so that he might devote his
life more completely to Christs work. Gods favor had clearly
followed the Byzantines, and their devoutly Christian empire was the
longest lasting so far in history. It fell to the Turks only after
it had become much less Christian (and the practice of castration had
become much less frequent).
Of course, it was quickly pointed out that any new law would
not affect current politicians and church ofÞcials. It was not
expected that they would be castrated, though their young sons and
grandsons might become eunuchs to honor the Lord and to help create
the Kingdom of Heaven. These boys could be allowed to become eunuchs
for the Kingdom of Heavens sake.
Finally, after long and rancorous debate both by the public
and by the politicians and theologians, the Family Management Law of
2025 was created for the purpose of
(1) stabilizing an out of control birth rate through purely
Christian means, following the exact word of God as found in the
Bible,
(2) limiting the number of males who could have families,
thus limiting the number of children who would be born, and
(3) providing a way for families with many children to
improve their living standards with a very generous government
payment.
The law provided that a Population Stabilization Board (STB)
would be established for each Congressional District in the country
with local branches in each community. Each local clinic would be
staffed with one or more physicians, depending on the size of the
community. Every male in the district would be examined by an STB
doctor to assess his level of sexual maturity on his twelfth birthday
and every three months thereafter until he reached Stage 3 of the Þve
stages of puberty. At that point a letter would be sent to the boys
father and to the Internal Revenue Service, notifying them that the
boy had reached sexual maturity.
First sons would then receive frequent and intense government-
mandated instruction both in church and in school on their Christian
duty to remain chaste until marriage. They would be constantly
reminded of their duty to produce many Christian children to honor
the Lord. They would all receive special religious instruction to
make certain that they understood their important role as eldest son
and the importance of absolute chastity until marriage. They would
also receive frequent instruction on the sins of masturbation and
fornication.
Second and later sons would receive intense religious
instruction on the many eunuchs mentioned in the Bible and on their
Christian obligation to become eunuchs for the Kingdom of Heavens
sake as soon as possible. Their duty to obey the exact words of
Jesus as expressed in the Bible would be reinforced. In addition to
Sunday School lessons, they would receive special attention in their
physical education and social studies classes. Their state of sexual
maturity would also be examined every three months after this date
until they either reached their twenty-Þrst birthday or had been
castrated.
Beginning two weeks after notiÞcation that a second or later
son had reached Stage 3 of puberty, the Internal Revenue Service
would begin imposing a tax of 25% of the familys total annual income
for any boy, other than the eldest son in the family, who had reached
Stage 3, but who had not yet become a eunuch for the Kingdom of
Heavens sake. The tax would be collected monthly until the boy
either reached the age of twenty-one or had followed Jesuss
injunction and had become a eunuch. If a father decided to submit
his son to the STB, he would be granted $20,000, tax free, as soon as
the son was castrated.

STAGES OF SEXUAL MATURITY
STAGE 1: The penis, testes, and scrotum are about the same size and
proportions as in early childhood.
STAGE 2: The testes have clearly begun to grow and the penis may
also show evidence of some slight growth. There is growth of long,
lightly pigmented downy hair at the base of the penis, but there is
no facial hair yet.
STAGE 3: The penis has deÞnitely increased in length and somewhat in
diameter. The testes are larger than those of boys in Stage 2.
There is the Þrst sparse growth of pubic hair similar to that of an
adult at the base of the penis. About half the boys at this stage
will have a small amount of lightly pigmented downy hair at the
corners of their upper lips. Since a boys voice does not break
until he has reached at least this stage, it may be taken as
diagnostic that Stage 3 has been reached. This stage may be reached
by some boys as early as their twelfth year, but is most commonly
attained during the thirteenth or early fourteenth year.
STAGE 4: In boys of Stage 4 the testes are usually somewhat larger
occasionally, considerably largerthan those of boys in Stage 3. The
penis, too, has increased further in size, especially in diameter.
The hair on the pubic region resembles that of the adult in type, but
covers only a small area. The facial hair has increased and there is
a moderate amount of short, lightly pigmented hair on the upper lip.
STAGE 5: The penis and testes of boys in Stage 5 have reached their
adult size. In boys who reach this stage before they reach full
height, the genitalia may appear especially large in proportion to
the body. The pubic hair is typically adult both in quantity and
type.

Until the custom was Þrmly established, it was expected that
many fathers would try to pay the tax so that their sons would keep
their testicles. Despite Jesuss words favoring castration, they
would not want their sons to become eunuchs. But, since many
families had Þve or six sons, it would not be possible for them to
pay the tax for more than one or two of them, and extremely difÞcult
even to pay for one. It was expected that after the effects of the
law became widely known, most fathers would voluntarily bring their
sons to the STB clinic for castration before the two week period was
up and they had to begin paying the high tax. Because of the tax, it
was expected that they would do this regardless of the wishes of
their sons.
It was also expected that the religious instruction would
eventually induce most boys to seek to persuade their fathers to
allow them to become eunuchs for the Kingdom of Heavens sake.
Sermons in church, Sunday school lessons, and class discussions with
their social studies and physical education teachers would help to
persuade them of the rightness of this decision. Within only a few
months after the passage of the law, most younger sons were anxious
to be good Christians and to become eunuchs as soon as they met the
sexual maturity requirement.
It quickly became clear that most people had become much more
Christian and far more obedient of authority in the twenty years
since the establishment of the Christian United States in the
election of 2005. Within less than a month after the passage of the
law and the Þrst imposition of the new tax, most fathers were
bringing their sons for castration within only a few days after the
notiÞcation was received, sometimes without even telling their sons
that they were being taken to the STB clinic to be castrated until
they arrived at the clinic door. Sometimes the boys even thought
that they had only been brought to the clinic for a routine physical
examination until they were undressed and the doctor and nurse
arrived to remove their testicles. However, within only a couple of
months, most younger sons were anxious to receive their fathers
permission so that they could follow Jesuss injunction and join the
Army of God as soon as possible.
At first, many of the eldest sons swaggered around both
school and community advertising that they still had their balls.
But, very quickly, everyone realized that over 80% of all boys would
be castrated before their fourteenth birthday. Already, over half of
all junior high boys, all but one in six or seven high school boys,
and a great many young men had been castrated. Eunuchs would soon be
in the majority and within a few years uncastrated men would become
rare.
Because they were sterile, sexless, and much more gentle, the
eunuchs quickly became far more popular with girls than were the
eldest sons. They were nicer to date than were the intact boys. The
girls knew that a few of them would have to marry intact boys someday
to produce a great many Christian children, but until that time, the
eunuchs were far more fun to be with. The social expectations in
high school quickly shifted to focus on the eunuchs. They became the
role models for style and behavior. Peer pressure made immediate
castration desirable for all boys, whether they were younger sons or
not. Most boys did not want to wait until they reached Stage 3 to
become soldiers for the Lord.
After only a few years, the instructional programs for boys
who had reached Stage 3 required signiÞcant adjustment. The priority
given to following the exact words of Jesus and becoming a eunuch for
the Kingdom of Heavens sake and the influence of eunuchs becoming
the majority had led a great many Þrst sons to try to castrate
themselves so that they, too, might become soldiers in the Army of
God.
Under the influence of the Mormon Church, the State of Utah
had legalized polygamy in 2007, arguing that it had clearly been
sanctioned in the Old Testament. The case was argued through the
U.S. Supreme Court, which eventually ruled in favor of the law
permitting polygamy. The Mormon Church with its strong emphasis on
patriarchy and the importance of male children argued after the STB
Law was passed in 2025 that the first-born son of each wife was
entitled to remain uncastrated without tax penalty.
Finally in 2031, the U.S. Supreme Court ruled that the tax
exemption applied only to the first-born son of each male, regardless
of the number of his wives or of which wife the son was born. Or
even if the Þrst son were born out of wedlock.
Three days after the Supreme Court decided the case of Smith
v. I.R.S., the Internal Revenue Service issued an advisory notice on
back taxes due from all of those Mormon fathers who had neither paid
the 25% income tax on each of their sons who now fell under the STB
Law nor had requested the castration of such sons. These fathers
were given two weeks to pay all back taxes due, with interest. If
the son was castrated within those two weeks, the tax bill would be
waived, though the father would not receive the normal $20,000 family
support payment unless the son had not yet reached his fourteenth
birthday.
Since the Mormon Church valued patriarchy so highly, the
I.R.S. allowed that Mormon fathers would have paid the required tax
for any second son who had been within six months of his twenty-Þrst
birthday on the effective date of the STB Law. The I.R.S. allowed
payment of a tax equal to 25% of the fathers income for those six
months plus interest due to the present for such sons. This could
equal as much as 50% of the fathers total annual income, due in full
within the next two weeks for each such son if he were not now
castrated. Some of these "boys" could now be as old as twenty-six.
Since Mormon modesty had led the Mormon Church to argue that
Þrst sons should not be subject to the regular quarterly sexual
maturity examinations by the STB doctors, the I.R.S. decided that all
Mormon boys who had not been examined by an STB doctor should be
considered to have reached Stage 3 on their twelfth birthday. This
meant that Mormon fathers owed the 25% annual income tax, plus
interest, for all second sons effective as of the date that they
turned twelve years old. This was also due in full within two weeks
unless such son(s) were castrated within that time period.
For sons who had already reached their twelfth birthday, but
who were younger than twenty years and six months as of the effective
date of the STB Law, the I.R.S. assumed that the son would have been
castrated and that the father therefore owed the 25% annual tax for
all six years to the present date. Even if the son would have
reached age twenty-one within only seven months, the I.R.S. argued
that the son should have been castrated, hence the tax was due for
each month up to the present. With interest, this would come to over
twice the familys total annual income. Again, this tax bill was due
within two weeks if the son were not immediately scheduled to have
his testicles removed.
STB doctors from all over the U.S. were þown to Utah and
southern Idaho to perform the thousands of additional castrations
which were required during the next two weeks.
Three months after the Supreme Court decided Smith v. I.R.S.,
Senator Trent Abercrombie of South Carolina proposed a bill to
require the immediate castration of all sons of those Mormon young
men who had recently been castrated. He argued that the sons should
never have been conceived, since under the STB Law their fathers
should have been castrated before they could have married. The law
easily passed the Senate, but failed by two votes to gain a majority
in the House of Representatives. The Mormon Church made a major
lobbying effort to save the testicles of those hundreds of boys, none
of whom had yet reached his Þfth birthday, though only the Þrst born
of them would, of course, avoid castration once they reached Stage 3.
Senator Abercrombies public statement that he wanted to
provide a thousand castrati for the Mormon Tabernacle Choir and that
he thought that Mormon hymns sounded best in soprano probably did not
help his cause.
In the late 2020s, though, the National Association of Choir
Directors had begun petitioning to allow for the castration of
younger boys who had beautiful voices worthy of preservation to
better praise the Lord. It had become clear that nearly all second
and later sons would be castrated immediately once they reached Stage
3, by which time their voices had already brokenor would do so
anyway in most cases. Not castrating at a younger age those with
beautiful voices to praise God seemed a waste of a precious national
resource.
The Choir Directors pointed out the long and distinguished
history of castrati in the church choirs of both Europe and the
Byzantine Empire. They also pointed out that many of the most
popular secular singers of the 17th and 18th centuries had been
castrati and that castrati stars could serve as role models for young
boys anticipating their own eventual castration.
Finally in 2032 a law was passed allowing the castration of
choir boys who had reached their tenth birthday. Required was a
petition to the STB from the boys choir director, minister, and
father. The STB was required to investigate by seeking outside
conÞrmation of the quality of the boys voice before deciding to
perform the surgery. The law also allowed a Þrst-born son to be
castrated to preserve his voice, for the glorification of God, if
there were a later son who could eventually father children and to
whom his exemption could be passed. It was noted with interest by
many (and satisfaction by some) that one of Senator Trent
Abercrombies grandsons was castrated on his tenth birthday less than
two years after the passage of the bill.
In 2035 an amendment to the STB Law was passed allowing men
who had fathered at least twelve children to voluntarily present
themselves to the nearest STB clinic for castration at government
expense. Many men decided that they did not want their wives to
suffer through any more pregnancies than that. And many wives
strongly encouraged their husbands to seek castration as soon as
their twelfth child was born. Abstinence and castration were the
only truly Christian forms of birth control, and it was well known
that was nearly impossible for any intact male to totally abstain
from sex. Even a majority of Catholic priests had been unable to
totally fulÞll their vows of chastity.
The STB Law, and the various additions which had been made to
it, had allowed the total population of the Christian United States
to reach a maximum of only a little over one and a half billion. The
Christian United States of America had become the largest country in
the world, surpassing both China and India in population. It was
also, by far, the most Christian country in the world.
The success of the STB Law in halting rapid population growth
led to the adoption of similar legislation is some other very
Christian countries, such as Ireland and the Philippines. The clear
success even led to its partial emulation in some countries which
were not very Christian. China, for example, extended its "one
child" policy to include immediate castration of any male who
fathered a second child. A Russian law to require the castration of
any male convicted of a violent crime was so successful in reducing
the crime rate that it was later amended to require castration for
any crime which resulted in a prison sentence longer than six months
and all offenses resulting in a sentence to any juvenile detention
facility.
That the population of the Christian United States had
multiplied by more than six times in less than two generations
provided unexpected beneÞts to the people. Previously, too many
people had been consumed by the search for material possessions. Now
the entire population lived at a much simpler level and their focus
was on God, rather than on Mammon. There was adequate food for all,
but simple, nutritious foods, rather than rich luxuries. There was
housing for all, but it was simple and adequate. Privacy had largely
disappeared and people were much more aware of their neighbors
actions and needs. Everyone focused on spiritual, rather than
material wealth. America had become far more Christian.
Since some of the first sons would not have children and some
of them would have only girls, the total population would, of course,
gradually decline to under one billion within only a few centuries.
The Christian United States clearly demonstrated that it was possible
to achieve population stability through purely Christian means.
