To reduce the population of planet Earth to sustainable numbers 2. To achieve objective 1 without Earth people becoming aware of it. Progress and Discussion Recent work over the last 50 Earth years has proved conclusively that a combination of urbanisation, education and the emancipation of women is the most effective way to contain population growth. We have made considerable progress with the emancipation of women in the more advanced populations of Earth and population numbers have actually ceased to grow. It would seem that when given the choice women do not elect to be merely incubators. Most will opt for zero or one baby, two at the most. As it requires a reproduction rate of 2.4 babies per woman to sustain the population a decline in numbers is inevitable. For women to have that choice it is necessary for them to be independent of the male in their lives. This means they have to generate their own income for which they have to be educated. Our efforts to educate females have been so successful that in the advanced populations the need for female education is unquestioned. However some backward areas still exist where the education of young females is considered socially unacceptable. We were recently compelled to destroy the ruling clique of one such community. They were particularly backward and incapable of being reformed. That particular community under more enlightened, or at least less ignorant, leadership is now implementing a programme for the education and training of all young females. Note that military action is a last resort and then only in contained circumstances. Although fatalities occur in war - which could be seen to lead toward our objective, we have noted that war breeds poverty and ignorance which mitigates our efforts to emancipate women. There is also a reflex in humans whereby at the end of hostilities a breeding boom occurs which more than replaces those killed in the conflict. Generally the backward populations of this planet are a problem. They tend to breed to the limit of their food supply resulting in considerable misery and despair for themselves. Poverty and ignorance prevail in such populations. Part of the problem is a culture of might is right and as soon as any one of them is educated and lifted out of poverty his immediate reaction is ruthlessly to exploit his fellow citizens rather than assist in their upliftment. We have tried various enlightened ways to solve the problem of the backward populations: aid, education, technical assistance, all to no avail. We are considering the possibility that such populations are, in general, of such poor quality that they are incapable of successfully ruling themselves. There was an epoch on Earth known as the colonial era when the backward populations were ruled by the more advanced populations. The former were openly acknowledged by the latter to be inferior. However, with the spread of the idea of equality of man, which ironically was largely our doing, colonialism became non cost effective for the rulers who abandoned their colonies. The result, in general, has been disaster. At least colonial rule provided competent government. The failure of the backward populations has been detrimental to the advancement of the Earth population as a whole Desperate problems call for desperate measure. I report that our programme of incurable, fatal diseases have been particularly successful with regard to the backward elements of the planet and especially amongst those of reproductive age. This augurs well for reduced population and I expect a decline of more than one billion humans during the next 60 earth years from this source alone. Although these diseases are universally fatal, it is relatively easy to avoid catching them by a taking a few simple, elementary precautions. Hence while all populations have incidences of these diseases, only the backward populations are seriously affected. We have noted that all human females, no matter how well emancipated do seem to have an innate need to have a human male (man) in their lives. We suspect that they need a man for companionship and find him convenient for performing tasks that they do not wish to do themselves. It may be that a man also plays some minor role in the raising of a womans children. We have observed that human males are programmed to indulge in the reproductive act at all opportunities, regardless of whether or not conception is required. Hence the presence of a male in a females life results in a probability of progeny. To overcome this we have been experimenting with redirecting male reproductive urges. It is relatively easy to redirect male sex drive into non-reproductive directions. One method we are looking at is promoting the idea of castration in males. We are able to manipulate the male mind so that there is an erotic satisfaction for them in the act of being castrated. To promote this we have covertly financed a site on the Earths recently established internet which promotes the idea. Although it is still small in terms of world population we believe it is germinal and the concept can only spread. Already we have had some success and, as the concept expands, the Eunuch Movement as it is called will become a major force on the planet. Already many males are erotically aroused by the idea of castration and would like the opportunity to try it for themselves. In fact the lack of suitable cutters has become an obstacle to the advancement of castration. Currently we are working on the provision of trained, licensed cutters and we expect to bring about legislative changes permitting voluntary castration in the near future. We expect the programme to take off as soon as this happens. Some of our people are working on a castration ceremony which will be a pleasant and attractive experience to encourage the volunteers. Incidentally, our humans running the website, bB and P, reports that they have had some correspondence from the more perceptive members of the population. The letter writers are querying whether our castration programme isnt a sinister alien plot to deprive men of their reproductive faculty and sexual desire. Well it is an alien plot but not a sinister one. It is simply for their own good but its better for them not to realise that at this stage. Our reaction, as in previous similar incidents, has been to embarrass those who get too close to the truth about us by labelling them as the lunatic fringe. At this point most of them back off and those who dont are ignored. Hence we have no need for concern about discovery. In fact, even if we were to broadcast the truth about us on their television, most of them would probably not believe it. More on this in my next report.
