If you haven't read "Choose Castration or Be Tried for Rape" yet, read it first; this is a sequel: A man has sex with a woman and she accuses him of rape. It's a case of he says, she says. How can we tell who's telling the truth?

Heather talked to them together, and then independently. She told the woman that she could question the available girls and reject up to two of them if she thought that they were biased against her. She rejected the two oldest girls, and Heather had them leave. She told the man that he needed to question the girls who were present and decide which one he wanted to handle his case. He told the girl he chose that he thought that she'd make her decision based on who she thought was telling the truth rather than who she liked, and that was what he needed.

The girl went back and forth between them, talking to each in turn. She also spent some time giving the man sexual pleasure. He told her that she didn't need to do that, but she said that he was wrong. She might decide that either the woman was telling the truth or that she couldn't tell who was telling the truth. If that happened, and he decided to let her castrate him, he'd be glad that she'd taken as much time as she could to give him sexual pleasure. They'd spend their nights together for the same reason.


One day after supper, the girl got fed up with both the man and the woman and told them that she wanted them to spend some time together. Maybe after that their stories might change enough that she could tell who was telling the truth. She returned after they'd turned off the light and found the woman sleeping in the bed and the man sleeping on the floor. She woke them both up and told them that the bed was designed for two and they were to use it that way. She stayed until they were in bed together.

When they woke up the next morning, they found a tray inside their door with a hot breakfast. Soon their tempers flared and it hadn't occurred to either of them that the facility would have a security system that recorded what happened in all the rooms on DVD. The DVDs couldn't leave the facility, but they could be viewed there.

I got a phone call from the girl. She wanted me and my deputy to come and watch a DVD. After we saw it, we'd know what to do. We came and watched the DVD.

The man started telling the woman the various reasons why he thought that she might have decided to lie about what had happened. She finally lost her temper and told him the real reason why she'd lied. Her boyfriend had gotten her pregnant, but she hadn't decided whether to tell him or just quietly get an abortion. One day when he was gone, she had sex with the man. Her boyfriend had gotten home not long after the man had left and had realized that she'd been having sex while he was away. She told her boyfriend that she'd been raped. She also told him that she was pregnant and worried about whether he'd marry her or dump her when he found out. He agreed to marry her and she reported the rape.

My deputy and I immediately met with the man and woman, as well as the girl who'd called us. We told them that they'd yelled at each other loud enough to set off an alarm in security, which the had, and that the security people had heard what she'd said about why she'd lied. Obviously, the man wasn't going to be castrated or prosecuted. What happened here was privileged, so she couldn't be prosecuted for making the false accusation. Exactly what we said about why the case was being dropped might affect whether her boyfriend married her or not. I'd talk to the girl in private and let her decide which way she wanted that influenced. The woman deserved to have to wait and see what happened.

On our way back home, I asked my deputy how he felt about our having sent a man to be castrated, and the girl who was to castrate him having refused on the grounds that he'd been falsely accused? He said that he felt very good about it. We had a duty to protect the innocent, and he hadn't known how to do it.

He asked me if there was any way we could prosecute the woman. No, but what is she going to tell her boyfriend when he finds out that we're dropping the rape case because we've failed to find even the slightest evidence that the sex was not consensual and because you've found out that she'd had consensual sex with the same man the week before? He asked how we could use that; that was privileged information. No, most of it is in the police report. He just needs to go over that with the man, and when he finds the part about the man having had consensual sex with the woman in the past, ask him when it happened and if he can offer any proof that he's telling the truth. The police didn't ask him those questions because they believed the woman's story. They didn't look very hard for evidence that he was innocent.

I told my deputy that I'd be reporting that they'd proven to me that the man I was considering prosecuting was innocent and told him that was going to result in a large bonus for the girl who'd called us and for Heather, and smaller bonuses for the rest of the girls. He asked how much the girls made, and I said that I wasn't privy to that secret, but I knew that they were paid out of the governor's discretionary funds and that there was an oversight committee consisting of the Governor, the Attorney General, the State Auditor, the Superintendent of Public Instruction, the Chief Justice, two Senators, and two Representatives.

He said that he understood now why no one got anywhere complaining about the secrecy, but what did the SPI have to do with it. I said that the girls were educated by tutors and when they retired they'd get a letter saying that the SPI had overseen their education and was certifying that they met the public school requirements for a high school diploma. It would also list college credits they had and the number of hours of short courses they had. With a nondisclosure agreement, the SPI could supply additional details. You can understand why a girl entering college wouldn't want many people to know that she'd been six when she earned medical school credit for "Surgery Inside the Scrotum" and "Male Sexual Anatomy," and that she'd dissected a cadaver in the anatomy course. Later she'd earned credit for "Male Sexual Surgery," "Female Sexual Surgery," and "Female Sexual Anatomy," and she'd dissected another cadaver in that anatomy course.

I suggested that he think about what it cost to have someone who taught surgery classes come to personally tutor one six-year-old girl. Now think about the continuing education as they get older. The girls aren't getting a grade 1–12 education one grade at a time. Instead, they're getting a vertical specialized education from a college professor, plus the grade 1–12 education to support it. He also needed to think about what kind of girl could benefit from such an education. Most of them were getting their high school diplomas from the SPI on their sixteenth birthday. They'd have enough college credits to enter at the sophomore or junior level, and they all expect to enter graduate school at eighteen or nineteen.

The state is spending a lot of money on what looks like a small operation employing about nine girls, but if you looked at the size of the building and the security they had, you should have realized that you were only seeing a small portion of what was there. He asked what else was there and I said that I could guess some things but I didn't know anything for sure. I assumed that he'd noted that the state police provided security, that only accessible controls in the elevator were labeled ‘lobby' and ‘emergency', and that it had two doors. That meant that some or all floors were divided into two areas and that to get from one area of the building to another, you either had to return to the lobby or you had to be carrying something capable of controlling the elevator.

I was sure there was a lab and a sperm bank there, and I thought a small hospital, but I didn't know what else. I didn't even know how many floors there were below ground level. There was one for transporting criminals and I'd guess that the sperm bank is near the bottom.

He asked why the state auditor was involved, and I said that it was because of the incentive pay system. He had to compare the state's information about sexual offenders with the girls' claimed successes. That involved comparing lists that had to be kept secret. It was done by computer, so he didn't see those names, but an audit always needed a few random checks by hand to keep the system honest. That was the auditor's personal responsibility; the information was too sensitive to allow delegating the responsibility to someone else.

He said that he'd obviously badly underestimated everything. Just how good were the girls? I told him that I'd gone to one of them for a vasectomy. He asked why didn't I have it done on our medical plan. The girls were better taught than the average doctor who did vasectomies, so I didn't hesitate to use them. The real clincher, though, was that if I decided I'd made a mistake and wanted another child, there would be a sample of my sperm in the facility's sperm bank, all at no cost to me. Given the state's liability situation if someone had been castrated, was later proven not to have committed the crime, and then found out that his sperm sample was not usable, I'd trust their sperm bank over a private one any day.

He asked how they got any practice at doing anything other than castrations. I said that the reformatory guards feel the same way I do so they use the girls and so do the prisoners. The girls do any surgery that requires opening the scrotum. That was enough to keep the girls in practice. They all did vasectomies but for some of the less common things, only one or two girls would keep in practice.

He asked who was eligible for this kind of free services, and I said basically, state employees or elected officials who have to deal with sexual offenders as a regular part of their jobs and a few others because it's expedient.
