Kindest Cut by Kortpeel Committed feminist that I am, I couldn't understand why a man had to be castrated to get into the Manchian civil service. To me that was outrageous. It was primitive and barbaric in the 21st century. So when I had the opportunity to interview a senior Manchian civil servant for a magazine article I'd been commissioned to do I resolved to ask him about that particular qualification. Surprisingly, the tall thin ascetic looking man in his 40s turned out to be well, attractive. He was courteous and polite, exuded quiet confidence and he spoke the most beautiful English. He was one of the most powerful men in the country and power in a man is the biggest turn on ever. Well, for me it is. If I'd been around when Bill was in charge I'd gladly have done anything for him, same as Monica did but I'd have kept quiet about it. There was nothing about Wing Lee that indicated he was a eunuch, a man whose testicles had been surgically removed in his youth. In fact I seriously doubted they had been. It was all a myth put out by Western propaganda. By that stage I knew for a fact that the story that Manchians had small penises was untrue. This girl believes in doing her homework. I thought I was well prepared when I arrived at his office for the interview. The political part of the interview went well. Relations with the West were now friendly after years of hostility. Wing Lee confessed that there had been the most regrettable mistakes during that period. Manchia had deviated from its true path which, he said, was trade and commerce. "I remember once that during the cold war Mr. Kruschev told the West 'we will bury you'." Wing Lee paused and looking me right in the eyes said, "Now I'm telling the West we will buy you." At that point he could have bought me and cheaply too. He saw the surprised look on my face and smiled. I so loved his smile. "Do not be alarmed. It will be a pleasant and enriching experience for all concerned. Much better than us all nuking each other into oblivion, wouldn't you say?" I had to agree with him. A charm offensive is so much harder to resist than a military one. By that stage I had enough for my article. I wanted to get onto the personal stuff but he had another appointment. "Just one more question, Mr Wing Lee." It was now or never. He raised an eyebrow in assent. He was being polite but he needed to be on his way. "Is it true that to er qualify for the Manchian civil service a special sacrifice is needed?" Wing Lee paused to consider his answer. I knew it had been a gauche question to put to such a man. Probably a heavy put down was coming. It made me nervous. "Hmm. My dear, have you ever asked a Scotsman what he wears under his kilt?" I blushed crimson. It was one of those moments when you wanted the Earth to open and swallow you up. "I er I'm sorry. I do apolo-" Wing Lee cut off my apology with a slight wave of the hand. "Because if you had you would know the answer." I was puzzled. What did the Scots have to do with it? "And that is you have to see for yourself, young lady. Come to my apartment at eight this evening. You may care for a little Manchian home cuisine as well." He gave me a card and left. I was still trying to catch up with the conversation. I knew Wing Lee was a bachelor the moment I walked into his massive apartment. It was neat and tidy, beautifully furnished in a style of comfortable austerity but there was no trace of femininity there. No woman had had any say or hand in what had gone into this living room. So perhaps it is true, I thought. He made me welcome. We ate the most delicious food. A young, barefoot Manchian house girl served it. She wore a traditional cheong-sam, those lovely long silk dresses with a slit up the side. I lost count of the courses. I knew that what I'd eaten that evening would take weeks of diet to get off. In the end I was absolutely full. I couldn't eat any more. "Come my dear, in an hour you'll be hungry again." "Then can't we save some for later?" He smiled. "So let us to business. What was your question again?" I was trying to frame an answer. "Ah yes. Entry into our civil service. Now take Jennie Woo." He nodded at his house girl who was standing by, waiting for an order. She was very young, barely sixteen I guessed. She was slender with very long black hair almost to her waist. When she walked she took short shuffling steps. And she was beautiful with a lovely clear skin and the fresh dewy glow of adolescence. "Jennie is a civil servant. Clerical grade, domestic servant allocated to my household." So what? I thought. What's she got to do with it? He nodded to the girl who unzipped her dress and allowed it to slide down her body to the floor. She lowered, then dropped her tanga panty. Oh my God! Jennie was a boy. Or rather a eunuch. The body was smooth and hairless. There was just a hint of development at the breasts. A tiny, pre-pubescent penis, uncircumcised, hung vertically downwards. She- He was beautiful. Something about the cruelty that must have been used to create such beauty got to me: to remove a boy's testicles, to steal his birthright so that he would never become a man, just for a few short years of beauty. It was wrong to treat a human being like cut flowers in a vase for a few days of pleasure. And yet I was becoming aroused in a way that I didn't understand. I was ashamed that this should turn me on but it did. I realised I was staring at Jennie's tiny penis. I turned to look at Wing Lee. "Please examine the part about which you were asking. Jennie has no objection." I rose from the table and went to Jennie. He stood there with no expression on his face. The word 'inscrutable' applied, I thought. Probably he had been instructed beforehand to subject himself to this. He was obeying his orders, hiding his shame and humiliation because he had no option but to do so. Fully aware that I was committing a human rights violation, feeling as guilty as all hell and as excited as I was guilty, I knelt and gently took his penis in my hand. I've done this to quite a few guys in my time and I know what normally happens at this stage. Perhaps there was a glimmer of response from Jennie's penis? I realise that there would be no full erection, whatever I did. I let it rest in my palm. It was not two inches long, perhaps a little more than a half inch across. It was at best a handy thing to take to a picnic. With my other hand I put an exploratory finger behind the penis and lightly rubbed the small wrinkle of empty scrotum I found there. The penis in my palm barely stirred. Wing Lee was standing beside me. "Jennie was castrated at the age of ten. She is sixteen now." I noticed his use of 'she.' Wing Lee knew enough English not to make a mistake with his genders. He explained "Eunuchs have a choice of gender. Jennie chooses female clothing. She is not male. Therefore she is female." I stood up. What I had seen excited me. Perhaps it made me more than normally responsive to Wing's charm. "Allow me to show you another Manchian custom, the post-prandial spa. So good for the digestion." We both knew he was talking shit but it was an excuse to take off our clothes. And for all I knew it did help the digestion. One other thing I learnt was that Wing Lee was completely intact, that his intentions toward me were strictly dishonourable and that I didn't mind one bit. I've always been a sucker for powerful men. That night I added a Manchian to my collection. Next morning Jennie in tee shirt and jeans served breakfast. I asked Wing Lee if he didn't think it was wrong to castrate boys at such a young age. "In our culture we tend to value boy children more highly than girls. A most regrettable consequence of that is that there is a shortage of girls and young, marriageable women. Or, if you prefer, there is an excess of young men. It is a social problem for us and one entirely of our own making. "Many of our people are very poor; some are hit by tragedy. Children become orphans with no family to care for them. The state does its best for those children. "The girls are easily marriageable, but for the boys, with no family there is little future. Rather than a lifetime of poverty, crime and consorting with prostitutes, we find that under their circumstances it is kinder to castrate them. Then we give them an education and employ them. "It is a better solution all round. Some like Jennie are happy to adopt a female life style. We can help her with hormones and possibly even surgery at a later date. Those who don't become females at least have a full and worthwhile life in the service of their people. They have never known what a sex drive is so they don't miss it. With the shortage of women and in a culture where female chastity is highly regarded they are better off without it." "So there you are," Wing Lee said as I bade him farewell. "To be in our civil service is the kindest cut of all. See if you can explain that to your readers." End
