THE INSTITUTION

May 2002) Rich was returned to dormitory 64 at the same time as another young inmate who had been in solitary. Their arrival had also coincided with that of a young newcomer, just sentenced to life without parole for murder, which was actually his second such offence, although he had never been suspected, let alone accused, of the first. Miller could not believe his eyes as the young cuffed trio were brought into dormitory 64, as one represented past retribution and one future, whereas the other, if he wished to avoid the fate of the others, would share the bullys bunk soon. The brute thought that his wildest dreams had come true but his delight was such that he could not initially decide what, or rather who, he wanted to do first. Miller eventually decided to progress through the boys in order of institutional seniority. He would first invite the surprisingly returned cockless Gerry into his bunk that night so that unfinished business could be conducted before Rich was similarly rendered without a male member in the morning. Then the new inmate would be invited to become the new focus for the bullys penile pleasure the following night in return for remaining able to experience similar with others. After the ructions caused by Millers penectomy had died down, the new king of the dorm approached the newest inmate and threatened, in the company of his smirking cronies, to cut this youth's cock off as well. However, his motive, unlike that of his predecessor bully, was not to secure a new sex toy but instead a confession. Rich had recognised the newcomer immediately. However, he had been unable to persuade the youth to admit to the crime, even though it would not have led to any increase in sentence as he was already serving life without parole. The essentially non-violent Rich was not prepared to coerce the young double murderer by other means and so settled for trying to persuade him over time. However, Gerry was not so patiently accommodating to the newcomer and therefore, without advising his friend of his planned course of action because he knew he would object, confronted the youth, who quickly asked for an interview with the governor of the institution because he had a confession to make. The result was Richs freedom but he never forgot his gratitude to Gerry, regularly visiting his friend until the day he too was released, despite the awkwardness and cost of the journeys from his home city to the institution. He was helped in this by the substantial financial compensation he gained from the State for his wrongful incarceration, which also now afforded him a good education. The publicity Richs experiences gained additionally led to the dismissals and arrests of certain of the institutions staff. However, the State Governor later managed to influence the legal system sufficiently to save the men from actual prosecution, being afraid that his own role in encouraging very harsh regimes in penal establishments might be revealed. Nevertheless, the State Governor felt obliged to appointment another leader to the young offenders institution, ostensibly charged with instilling reform and correct legal behaviour. However, once Richs case had largely been forgotten by the public and the media, activities at the establishment reverted to former practices until, years later, another man was elected to the gubernatorial mansion. January 2041) The motorcade swept through the gates of the now deserted former institution, having travelled from the closest airport, and an immaculately dressed man stepped out of the central vehicle along with a local priest. The latter waited as his companion then purposefully strode around the place, wiping away the occasional tear from his eyes as awful recollections, not only of his own sufferings but also those of others of which he was aware, re-entered his mind. However, such remembrance, frequent over the years, had served the people of his State well for they had encouraged him to enter politics in order to pursue his zeal to make society better. The man, now 54 years of age, had been, after graduating from university in law, a fringe politician for many years, his politics initially being considered too liberal and soft by most voters, an attitude encouraged by the reactionary media prevalent in his State. Nevertheless, he was sent to the State Congress as the Representative for a deprived district and this gave him the platform to air his views more widely. Subsequently, a steep rise in crime, especially of a violent nature, inner-city riots and not unconnected economic recession caused a change in public opinion and as a result more and more people paid attention to his radical ideas. The man advocated much better law enforcement and correctional systems, but allied to strict gun control, the abolition of capital punishment and the promotion of alternatives to imprisonment for lesser offences, despite vehement objections from the usual lobbies. However, the major theme in his policies was to be vehement on solving crime whilst also being even more proficient on tackling the causes of crime. This induced him to suggest the previously unthinkable, an increase in both personal and corporate taxes in order to raise the money for new education, training, recreation, housing, infrastructure, employment and other social initiatives, especially in the most deprived communities. The man was, of course, vehemently opposed in his stance by the right. However, the latter, in control of the State for many years, had seemingly run out of alternative workable proposals within their philosophy to tackle the various worsening chronic problems. Accordingly, the man was eventually afforded the opportunity to implement his programme by the people when they elected not only him as their new Governor but also an overwhelming number of his supporters to the State Legislature, in a vote that proved to be a rout of the incumbents. The faith of the State electorate was to be rewarded, although improvement could not be secured overnight. In fact, it was not until the end of the principled, incorruptible and hard-working Governors third term of office that his policies could be seen by everyone to be bearing magnificent fruit. This had muted much dissent, especially in the media which, sensing the mans success and his unprecedented popularity, suddenly became his most ardent supporters. Amongst the new Governors first actions was securing a radical overhaul of staff and practices in the States penal establishments and the encouragement of alternative means of punishment in preference to incarceration whenever reasonably practical for offenders, especially those aged under 18. He was eventually especially pleased to be able to close a number of prison facilities, as the efficacy of his fuller policies came into play, with the termination of operations at a certain young offenders institution causing him the greatest pleasure. The Governors accomplishments gradually enabled him to become more visible on the national scene, as he was increasingly being invited to propound his views and experiences on television news programmes and chat shows broadcast from coast to coast. As a result, he became an outside candidate for a certain public office and astonished everyone, not least himself, by securing the position. His success was helped by splendid oratory and debating skills, reinforced by much reading when a boy, and by a public who were despairing of more conventional politicians advocating the usual policies. The man, such emotional outlet actually good for his faultless persona, eventually had to use a handkerchief to mop up his tears, as his secret unpublicised tour of the deserted and now dilapidated facility came to an end. The wooden post in the middle of the central compound, dormitory 64 and certain rooms in the administration block had, in particular, brought back painful memories. However, he took one last look at the whole scene before he stepped back into his limousine with the patient priest, as it would soon be no more. The site was to become an already fully let new industrial estate, the development being a by-product of the unparalleled prosperity the now former Governor had brought to his State, something that neatly summed up the success of his gubernatorial programmes. Well, Father, I never thought, in my wildest dreams, when we were inmates here, that wed end up like this, the man suggested, as he and his friend sat in the rear of the spacious limousine. His clerical companion had in fact been one of the many thousands who had benefited from the former Governors ideas and reforms by not only giving up crime but also being transformed into citizens contributing much to society. Neither did I, Mr . the priest, unconcerned about problems of celibacy as he had suffered a penectomy inflicted by a young bully many years earlier, began to reply before he was interrupted with an amicable retort.
