Report of the Judiciary Committee of the State of IxxxO, on a one year trial of new forms of punishment for males convicted of Sexual Assault ( including sexual molestation of children) and/or Rape. Sentences for assaults not involving penetration of the victim by the assailant's penis are as follows:- In addition to jail terms varying with the severity of the offence, the offender shall suffer complete surgical elimination of his sexual organs. This includes penis, scrotum, testes and prostate gland. Once the person's wounds are completely healed he shall be incarcerated in a section of the state penitentiary inhabited by long-term felons with well developed sexual appetites. The treatment of the former male sex offender by these felons is best left to the imagination. This section of the Sex Offenders Act appears to be working well. In the 12 months since this mandatory sentence was publicized and came into effect there has been a drop of more than 75% in the number of cases being reported. The Committee has no hesitation in recomending that this portion of the Act be made permanent. These snntences also apply to persons convicted of rape who have not reached their 17th birthday at the time the offence was committed. The sentences prescribed for males having reached the age of 17 at the time of commiting forcible rape are more controversial. The intent of the provisions to be described is to cause maximum pain and humiliation to the miscreant, and at the same time to bring a form of closure to the victim. This radical provision, not used in any other criminal offence, allows the victim to choose the form of punishment, and if she so desires, to carry it out herself. Naturally, there are comprehensive restrictions concerning the form of punishment - torture might be a better word, that is permissible. One provision is mandatory. The end result must be the permanent end of any form of sexual activity by the rapist. The chosen procedure may be carried out by the victim if she wishes, or may be performed by a person , male or female, designated by her. This person may be, but does not have to be, a member of the victim's family. All procedures must be supervised by a competent madical practitioner, who can offer advice and help to the person administering the punishment, if requested. The restrictions and other provisions are as follows:- 1. The punishment must not result in the death of the offender, either through loss of blood or any other reason. 2. Amputation of limbs, i.e arms or legs, is prohibited. 3. Use of predatory animals to mutilate the offender is prohibited. 4. All procedures must be completed within one hour from the start of carrying out the sentence. The effect of the procedures on the offender may be for a much longer period. 5. Any prucedure will be carried out in a location specified by the court, with the offender securely attached to a movable device that allows unrestricted access to all parts of his body. 6. The offender's vocal cords will be anaesthetized so that the person administering the punishment will not be distracted by screams, shrieks or other loud vocal sounds. 7. The victim must provide whatever equipment is to be used for the chosen procedures. 8. The punishment will not be open to public viewing. Members of the victims immediate family are permitted to attend. 9. All procedures will be filmed by video cameras placed in various positions. Copies of the videos will be given to the victim, who may allow the media to view them for descriptive purposes only. Releaseof these videos for public viewing is prohibited. Members of the Judiciary Committee witnessed all 48 of the cases that were the subject of the experimental rape sentences. They also interviewed several of the rape victims after the sentences had been carried out. About half of the victims chose to administer the punishment themselves. Most of the others chose family members - usually their husbands, to do the work for them. The methods of punishment showed a great deal of ingenuety on the part of the victims. One of the simpler methods, used by several victims was to inject a quantity of a powerful acid into the scrotum. Judging by the contortions and grimaces of the men undergoing this punishment it appeared to be extremely painful. An almost universal reaction to this and other genital ministrations was an erection of great rigidity followed by ejaculation - often blood tinged. Some women, not content with destruction of the testicles by one means or another, turned their attention to the man's penis. Usually they bound it tightly at the root to prevent excessive blood loss when they carried out various painful procedures. One particularly inventive lady had a metal tube made for her, about 5mm in diameter, inside which was a rod with a knife blade attached to the end with a strong spring. She inserted this device almost all the way down the man's urethra, and then retracted the tube while holding the rod in place. This released the spring and the knife blade cut through the wall of the urethra and the adjoining flesh and skin. The woman then pulled on the end of the rod and the sharp blade cut its way though the full length of the shaft, laying it open. This resulted in a fair amount of blood loss and the supervisor told her to sever the penis completely so that the short stump remaining could be attended to. The most imaginative dismemberment involved removal of the penis, cutting the end off the man's tongue and then stitching his penis on to the end of his tongue. His cock was quite an impresive size and he was unable to get it all into his mouth. He had to go around with his penis hanging out of his mouth until the end of his prison sentence, at which time he will be permitted to have it removed. The woman had wanted to insert a tube through his urethra and into his mouth, so that he would have to drink by sucking liquid through his penis as if it was a drinking straw. She was disappointed to learn that this could not be accomplished within the one hour time limit. Several of the ladies used electrical devices of one kind or another. Typically they involved a rheostat to control voltage and a pair of electrodes. Some had needles for electrodes and these were inserted into each testicle through the scrotum. The electric current would be turned on at its lowest setting and then slowly increased. By the time full power was attained the man's balls would be literally cooking. When they started smoking it was time to stop, as by that time they were well and truly dead. One enterprising young lady had acquired a somewhat modified cattle ejaculator. She inserted the normal end into the man's rectum making contact with his prostate. An additional pair of terminals were attached to his testicles. When turned on at the low power setting it pulsed about once a second. His penis started to twitch in time with the pulses and he quickly attained an erection. At the same time his balls were jerking inside his scrotum He soon started to ejaculate and when he did so the woman turned up the power and speeded up the pulse rate. As the rate got faster his penis instead of jerking with each pulse actually started vibrating. Semen was flying every which way until the supply dried up. The power was then turned up higher and the man's prostate started to fry. The rapid high power pulses were actually causing his testicles to begin disintegrating and his scrotum had turned almost black. His plumbing had been virtually destroyed, and it would take surgery to enable him to urinate. Another victim brought along a small but powerful microwave oven that had been modified for her use. The door had been removed and the safety interlock deactivated. A detatchable door had been constructed with a circular hole in the centre, large enough for a man's genitals to be inserted. A spring loaded guillotine was mounted on the inner surface of the door with an electrical connection to the cooking timer. The door was placed over the criminal's genitals and a tight band encircled his cock and balls, which were then pulled through the hole in the door. The oven itself was then reattached to the door and the victim set the timer for 15 minutes at high power. After a few minutes the man lost conciousness due to the intense pain. However, the court decided to allow the process to continue as there was a relatively short time until its completion. Soon the aroma of roast meat permeated the room and then, at the 15 minute mark, the oven went 'ding' and the sharp blade zipped across the door, neatly detaching the well cooked genitals from their still unconcious owner. When he came to he was given a choice. After his wounds had healed he would be treated to a meal consisting of his reheated cock and balls, served with vegetables of his choice; or alternatively he would have an extra year added to his jail sentence. He chose the meal. When the victim was later interviewed she was asked how she knew what timer settings to use. She jokingly replied that she had practiced on her husband. She then stated that she had obtained the genitals of two large dogs that had had to be euthanized because of injuries suffered in a traffic accident. She used them to help determine the cooking time. She also stated that she doubted that the rapist would be in a position to complain if they were over or undercooked. This was one victim who seemed to have fully recovered from her horrifying experience. Severel of the victims who were interviewed admitted that they did not get as much satisfaction as they thought they would. In some instances they started to pity the men they were torturing. One or two were even in tears, and stopped before completing the punishment. When the victims' husbands were carrying out the procedures it was a different story. They took more of a brute force approach , using hammers or pliers or even portable vice jaws to achieve their objectives. They always completed whatever procedures they were applying, and seemed to enjoy it too. On the subject of completeing the punishment, it should be noted that some of the men would lose conciousness during the procedure. When this happened the clock was stopped until the man had been revived and punishment continued. Recommendations After considerable discussion of the pros and cons the Committee decided, by majority vote, to recommend that these punishment procedures be made permanent; with the following changes. 1. The minimum age for offenders to be sentenced using these procedures to be raised to 18 years. 2. Victims under 18 years of age shall be represented by a parent or guardian, or a person selected by said parent or guardian. 3. The time limit for completion of procedures shall be lowered from one hour to thirty minutes. 4. Any procedure which is deemed likely to require that the offender receive a blood transfusion to prevent death shall be prohibited. 5. All procedures shall be restricted to the man's genital area. It will also be permissable for objects to be inserted into the rectum. 6. All procedures shall be carried out at the State Penitentiary, in a location adjacent to the medical facility. It should be noted that the reason for the reduction in rape cases during the past year being 70% as compared to 75% for other sexual assault cases may be due to an increase in the percentage of rape cases actually reported; though why this factor woulld not also apply to the reporting of the other assault cases is not known. |
